Dan Fox
City of Diamond Bar
Dan Fox has over 38 years of municipal government experience and has been the City Manager for the City of Diamond Bar since July 2017.
Dan, along with the efforts and support of the dedicated City Staff, has been able to advance a number of significant and key initiatives, including development and implementation of the Council’s Strategic Plan, advocacy efforts on the 57/60 Confluence Project, now under construction, working to secure the long-term financial stability of the City, adoption of the Comprehensive Update to the City’s General Plan and navigating the COVID-19 pandemic.
He has also served the cities of Laguna Niguel, Walnut, Tustin and San Juan Capistrano. Dan holds a Bachelor of Science in Urban and Regional Planning from Cal Poly, Pomona.

Kevin Kearney
City of Bradbury
Kevin Kearney is an experienced government executive having served in both full-service and contract cities. His expertise includes local government and public finance with significant management and leadership experience in the local government sector.
As the current City Manager of the City of Bradbury since 2017, Dr. Kearney is responsible for managing day-to-day operations and overseeing all city administration and functions. During his tenure with the City of Beverly Hills, he liaised with local businesses, and evaluated policies and practices to optimize operational efficiency to the $509MM Operating Budget and 1,000+ employees.
Dr. Kearney holds a Doctoral Degree of Policy, Planning and Development from the University of Southern California, where he was awarded the school’s 2023 Outstanding Dissertation Award, and has earned degrees and certifications from Harvard University, University of California, Irvine and Cal Poly Pomona. He is an ICMA-CM (Credentialed Manager) through the International City/County Management Association and is a Certified Public Manager through the University of California, San Diego.

Adam M. Raymond
City of Glendora
Adam Raymond is a seasoned municipal government professional, having served in multiple Southern California cities. Currently, he is the City Manager for the City of Glendora, which is located in the Eastern San Gabriel Valley and has a population of approximately 52,000. Prior to joining the City of Glendora, Adam served as the Chief Financial Officer/Treasurer for the City of Riverside, where he oversaw an annual budget of approximately $1.2 billion.
Since joining the City of Glendora in 2018, Adam has led the City through the COVID-19 pandemic, championed a new three-year strategic plan, achieved a AAA General Fund bond rating, adopted its first two-year budget and passed Measure E, a (3/4) cent transaction and use tax.
Adam has led multiple reorganization efforts for cities that streamline operations by centralizing like functions, allowing the staff to be more responsive to community needs and incorporate linkages from strategic plans to adopted budgets.
Adam earned a Bachelor’s degree in Accounting from the University of La Verne and a Master’s degree in Public Administration from California Baptist University.
